Description: Graduate Medical Education (GME) financing remains one of the least understood yet most consequential aspects of residency program administration. This session provides psychiatry program directors and administrators with a practical foundation in how GME is funded, empowering them to better advocate for their programs and anticipate funding shifts that affect resident complement and program sustainability. We will review the core structure of Medicare GME financing, including Direct GME (DGME) and Indirect Medical Education (IME) payments, and how per-resident amounts and caps shape funding for both new and established programs. We will also examine Medicaid GME, highlighting the significant state-by-state variability in whether and how Medicaid contributes to residency funding. Finally, we will discuss the HRSA Teaching Health Center GME (THCGME) program as an alternative funding pathway, particularly relevant for community-based and underserved training sites, and how it differs structurally from traditional hospital-based GME funding. Attendees will leave with a clearer roadmap for navigating funding conversations at their own institutions.
